To protect participants, their families, and sensitive information from state retaliation and external interference, the Working Group operates under a strict two-tier participation structure:
Public Core – Designated Spokespersons
Composed of members residing in secure jurisdictions who are publicly designated to speak on behalf of the Working Group during diplomatic hearings, press conferences, and international meetings.
Protected Members – Anonymous Experts & Witnesses
Composed of individuals whose identities, exact locations, or family ties require strict confidentiality.
Protected members hold equal voting and analytical rights within internal proceedings. Their contributions are integrated into official outputs via coded identifiers managed exclusively by the BRA Executive Secretariat under encrypted protocols.
